Created&nbsp;in 1986, the civilian order is intended to honour current or former Ontario residents for conspicuous achievements in any field.<\/p>\n\n\n\n<p>The Government of Ontario\u2019s press release describes Mr. Caza as follows:<\/p>\n\n\n\n<p><strong><em>Ronald F.
